White ONLY on tangs lips?

Is this ich? a friend of mine has a tang with white dots on the tip of his lips. The white is NO WHERE else on his body. He seems to be healthy, his color is great and he eats. Anyone ever seen this before. How would shhe treat this, could it be a parasite?
any advice helps

I did some research, is this "cotton-mouth"? Can it be easily treated and will it affect other fish in the tank?

Sounds like it's either Ich or cottonmouth... Either way it can spread to the rest of the fish in the tank. Best thing to do is weekly freshwater dips and move the infected fish to a separate quarantine tank until it goes away (and preferably for at least a week after that).
