A brand new tank doesn't really need a protein skimmer right away. But since you plan on going reef I would suggest getting one. The HOB filters sometimes do a nice job of breaking that white film up. Maybe a power head at each corner of the surface would help send the protein build up back into the water column. Did you take the raw shrimp out yet?
Don't think it is a huge deal that you are seeing this on your water surface yet because you don't have much livestock (a couple of hitchhikers). However once livestock is added you will have a decrease in oxygen. One way of removing this white film is by putting paper towels on the water surface and soaking it up until it goes away. Just make sure you use non colored paper towels.
yes took out the shrimp, have two hitch hiker hermits in there.
I find it annoying, i just like having my water clear.
