How does it look otherwise? Its hard to say what it is for sure without seeing it. True fungas is rare so I would say it is viral in which case if it is it should clear up on its own. How long have you had the fish? Was is injured in anyway that could have cause a bacterial infection. Water are your water readings?

French Angels seem to be susceptiable to Lymphocystis (I have seen 3 recently all suffering with this). it is a viral infection, affected fishes may recover spontaneously or may waste away. Improving tank conditions often induces self-healing. Treatment of viral infections is always uncertain. Symptoms are Cauliflower like growths appear on body and fins. They may develop over a period of weeks. In the case of the three I saw (this was a few months back at lfs) two recovered on their own one did not (of course the one that didn't was the baby one I bought and lost after a few months). In talking with the owner he said that for some reasons most of the French Angels he gets seem to develop this condition after a few weeks but in most cases with clean water and feeding them some life line green food they kick it off.
