white worms?

a friend has these white maggggot looking and acting worms in a half horse shoe shape in his tank. I do not know his perameters , but he says he has them in the runoff,filters,pretty much everywhere. It is a seahorse tank and says all parameters are in good. He has lost 3 of five seahorses.
Please tell me what they are and how to get rid of them.
