However, I do have to think there is no reason that should have happened, Smith could have gone outside, and menard could have pushed him, and made the pass there.

He tried to go high and Tony blocked him. So he ducked back to the inside and by that time his front bumper was past Tony's rear bumper so the only thing he could do was spin Tony or go below the line.
The rules as I think they said on air, was that if forced below the yellow line, you can go down there, but you can't improve your position, which is what Regan did.
However that rule is completely harebrained. Additionally this comepletely voided the reason Talladega is configured like it is, with the start/finish line almost into Turn 1, as opposed to having it at the Tri-Oval turn like at Daytona/ever other D-shaped track. The whole point is to have a fantastic race coming off the final turn into the Tri-Oval and into the finish lane. NASCAR effectively ruined a great race. Every rule in the NASCAR book is worded so that basically everything is a judgement call, and this was one judgement they blew horribly.

I dunno, Personally I would have tapped him, heck with this I'm winning. He had the nose in, and tony took the spot and he defered going farther down, to bad he didn't stay in his lane.
