Yes, it will be effective if you put it in a location of pretty high flow. It will give you clearer water, it is very good activated carbon, and will remove a lot of junk from the water. I don't know how well it stabilizes the pH, though.
Chemi-Pure is a very good product. The new Chemi-Pure Elite is supposed to be awesome, but I have not tried it yet.

That is good that you started doing water changes. 100 ppm of nitrates is not good.
The new elite chemi-pure supposedly takes out phosphates and silicates.

yes , i want to try it along with the reg C-P -
i had 4 units of reg in my sump area - with my skimmer and pumps (2) it was crowded-
last night i pulled out the 4 old ones and replaced with 2 new in the sump area -
about to buy 2 more unitsof the new elite and want to save space in sump by putting 2 units under the eggcrate to the left of the sponge -
i have a heavybio-load - 11 small fish - all bet 2 and 5 "
2 starfish and 3 shrimps
125#LR and 80# LS
