I think you are going to have a tough time with only 200 dollars. I good protein skimmer will be more than that.
Personally, I would keep saving until you can afford good equipment, if you go cheap you probably won't be happy, as you will have a tough time with things.
I would get quality equipment of the following:
- Protein Skimmer
- Lights (metal halides will offer you more variety of corals, if you ever wish to go this route)
- Live Rock, an insert doesn't offer any biological filtration, you need live rock for this with good sand. 20-30 lbs
- Araganite sand

When I started my tank I said I was on a budget also. I am in chiropractic school and I am BROKE! That budget slowly went to hell. Even if you buy stuff slowly its expensive. As I have been told on here numerous times just be patient, and save! Good luck!
