I am not sure how they are paired up. People have kept two in larger tanks before without issues though. I wouldn't necessarily recommend it, but it can work if they each have a good amount of territory.

Your puffer would be so happy with his new and short-lived friend. By that I mean the puffer will eat your shrimp.
My 2 CBS in my 90 never fight. I assume they are a "mated pair". I caught them together and have never had a problem with them. They actually stay right next to each other all the time.
