pepper mint got sucked onto ph for 1 min. it stays in the same spot and doesnt move one row of legs much what should and will i live

as long as nothing attacks you shrimp, the missing legs will re grow and it will be ok.
be sure to hand fed it everyday with a small piece of raw shrimp (use a pr of tongs to feed it). It should be ok.
My red star stuck its 2 arm in the ph intake and gone 1/2 length of ea arm.
I covered the intake with a screen since.

You need a screen on the intake so nothing gets sucked up into the tube. Most powerheads come with them. You can buy them at most fish stores.
Use something like the screen on the end of this powerhead.

would brine shrimp work?

No, they don't have much nutritional value to an injured animal... Use frozen shrimp (thawed) and break off a small piece for him to eat.
