Will these lights work?

I have a 48" long by 20" tall by 12" wide tank. Right now I run pc's
and wanted to upgrade to MH. I found a good deal on 2- 200 watt MH retrofit kits ,and another good deal on a vho retrofit 440 watts. I will install fans in the canopy. Will this be to much light for this size tank? Do I have to have a chiller? My canopy right now is an open back and sits 8" off the water. Can I use it or is it not tall enough?

<Sounds good, if you don't get chiller be sure have those two cooling fans added as you stated>
How old are the lights and what brand. Do they use the Mogul socket?Are you getting the ballasts with the set? If so what kind are they? Electronic or magnetic?

OMG! by my bad. Right now I feel so stupid lmao. They are 250 watts 12,000 k. bulbs, and yes they come with a advance ballast. The vho retro fit is for 4- 110 watt with no bulbs I haven't decided on what im gonna get. most likely 2 10k and 2 atinic. Thanks in advance for the info.

With the MHs, you'll have everything covered.
One word of caution. When you get your MHs, slowly acclimate your animals to the brighter light. You don't want to bleach them.
Having them on timers will help a lot in doing this. Start for instance with #1 MH for 4 hours, then turn on #2 MH for an hour or so. Now it is time to turn off #! and in about 3 hours turn off #2. This helps the whole tank get used to the lights. The next day add a little more time to the lighting until you get to your usual lighting cycle.
ie.:
#1 would run from 7:30 a.m. until 12:30 noon or so.(5 hours total)
#2 would run from 11:30 a.m. until 3:30 p.m(4 hours total)
Your MHs would run a total of 8 hours first day but alternately.
Each day increase your total amount by an hour.
Run your VHOs on your regular time.
DON'T forget the fans!
