I wouldn't put an anemone into a 10 gallon. Smaller tanks don't have as much water stability as larger tanks, and water stability is what anemones need.
But if you want to try it, and you do think your parameters are very stable, then I do think that lighting could work, but it is still very very low lighting. You have to place the anemone in the very center of the tank right at the top of the tank, as close to the lights as possible. The quad lamp is wider rather than longer like other bulbs, so the light output is a bit more concentrated.
