i want to remove the bio balls in my sump and add some lr and algae will a 13 watt PC 65000K be the right light for the job?

Yes, that's the right spectrum and should work fine. The more watts the better though. I assume you mean macro algae when you say algae?

i was going to put chaeto in it. what light spectrum range do i want to be in for the macro algae?

That's the correct spectrum for growing plants-a 6500K plant bulb. Chaetomorpha is a type of macro algae-which is what you want.

13 watt energy saver bulb, that is supposed to replace a 60? it's fine. i use the 23 watter that is supposed to replace a hundred watter, but my fuge is quite large. i also have a few other lamps over the refugium as well, but all are 6500k.
