Wiring ???

I have ARO PC ballasts and the end cap cords are likw 12". Would there be any adverse effect to cutting them shorter and splicing back together with electrical tape. I can wrap it nicer and keep it neater than using wire nuts.

Wrap it good to protect from corossion. Salt rusts metal very well. I would just wind up the extra wire.

Not a great idea. Eventually the harsh salt air will degrade the connection no matter how well you tape it. Once that happens it will start to arc heating up and could catch fire.
