My understanding is that xenia does not process phosphates though, I have been thinking about an Xenia fuge in conjuction with a phosphate reactor.

Xenia consumes about the same amount of PO4 as Caulerpa but a lot more Nitrate. It's a great option if you're space limited. If you have plenty of refugium space then, as stated above, Algae requires a lot less light.

I have 18watt of PC over a 5gallon fuge, do you think that is enough light for xenia?

I can always add some more light, not a problem.
As far as lighting, there is no need for actinic would there? Right now I have two 9w 6500k (for the macro). When it is time to switch bulbs I would probably get 10k.
