Yellow Tank w/ Black Flecks

I have a yellow tang that is about 4" Ive had him for quite a while and all the sudden he has gotten these very small black flecks on him. Does anyone have any idea what this is or why its happening? If it is a disease like Ick what is the best course of action in a reef tank?

There is a disease called black ick which is discribed as black spects on fish. It is a parisite, but I've not heard of a treatment. You may want to do a search on it.

As described, it is caused by a parasite (turbellarian worm) that imbedes into the skin. Usually it affects only tangs. It does not spread rapidly and often does not seriously affect the health of the fish unless they become very heavily infested.
Recommended treatment is a 3 minute freshwater bath. In order to prepare a freshwater bath, use a clean bucket. Use tap water and add chlorine neutralizer. Get the temperature to within two degrees of the tank and get the pH as close as possible to the tank water with the addition of some buffer.
Repeat the bath every three days until the fish is clean. This can generally be accomplished in two or three treatments.
If you have to do this, it is also a good idea to have a QT tank setup so that you don't have to repeatedly chase and try to net the fish out of a display tank. This can stress the fish and cause other problems (like regular ick).
Fortunately I've never had to deal with it, but I know a few people who have.
You might also want to post this in the disease forum. Someone there may have an updated method to this that will cause you and the fish a little less stress.

It was late last night when I responded to this. I just read your post again, and noticed that you've had the fish for a long time. Have you introduced anything new into the tank recently that may have carried a parasite in with it? If not, then I find it hard to believe that something along this line would show up that far down the road. Can you check the tang with a magnifying glass and make sure that they are not just marks on the fins from degeneration? Are the 'specks' moving or in the same place?
Without having seen this disease first hand, I can't even tell you if the parasites stay in a fixed position or move around. Someone else may be able to fill that part in for us. I'd just hate to see you stress the fish unless you can verify that it is indeed a parasite.
