Whats the best way to get these guys to stick to a rock.. mine keeps moving around..

Is there any rock on the bottom? If so, glue it....if not, put it in a small container with sand, or rock, and it should attach within a week

What glue brand is best to use? Brand names would be great..also how much do I use and what is the best way to do it? Take the ric out of the tank flip it upside down then small dab of glue... then what? just put it in ?

ANy type of super glue gel....remember you can not put glue directly on the ric...it will just slime off
I would take the ric off....dab the underside (rock) dry...put a drop of glue on....dip in water to set...then carefully place ric where you want it
