Your thoughts please

Im getting ready to switch from fish only with live rock, to a reef tank with corals. (not to interested in clams) I know I need to improve both my lighting and water circulation. Now its going to take some overtime to pay for this upgrade. :)
Heres my question. What would you improve first, lighting, waterflow, or should they both be done at the same time?
220 gallon tank
I have 220 cp lights with actinic, planning to up grade to 3, 400 watt MH 10000 with actinic.
I have aprox.1100 gallons an hour. I want to up grade to 5000/6000 gh. (still checking out pumps)

i would upgrade the lighting first. you'd be able to get some low water movement corals in there. Then id upgrade the turnover rate. Sounds like you've got the right #s. Ive heard general recommendations for reefs should be about a 15-20x turnover.
