zoos not opening up

would too high of a flow make zoos not open up? i have one rock covered in them and the part that is the highest has a higher flow than the rest, and they aren't all opening up. is the flow the most likely reason for this?

polyps dont open uo if the flow is directly at them. most zoas like medium flow and good lights.
