Is there anything that kills those worms that release the web? I came home today to find it all over everything in my tank
.

They go away on their own. You will see a ton of them then little by little the disappear. A wise person once said to me, if you see something you don't like...wait a week it will change.

I've smashed a bunch of tubes, but they seem to come back.

I know...within an hour they come back, thats why Meowzer said plug the tube up with epoxy. They will starve out just leave them alone unless the webs are choking the corals.

They are vermetid snails.
They aren't harmful, but are an indication of excess nutrients in the tank. You can eliminate them by starvation.

I just changed my filtration from a HOB to a refugium and for a couple days there's loads of the goo everwhere.

I had about 4 that were bothering my clam. I snapped their tubes of with needle-nose pliers. Two grew back. I'm thinking of covering the other two with epoxy. If you go this route, be careful though, the tubes can be quite sharp.
