can I keep a spiney puffer, snowflake eel in a 29 gallon? Would I be able to keep a green spotted puffer in a sw tank?

That is not a wise decision at all. I'd say get at least a 55 for them. At least. As far as the brackish water puffer, I'm not for certain. I've been told they can be weened to be in freshwater but I'm not sure if that goes the other way or not.
 
i had a porky puffer and a french angel and a sfe in a 29 gallon for about 1 yr or more with no problem but only do this when you are ready to get a bigger tank ;)
 
ive kept two of the green spotted puffers in my 55.i had both of them for quite some time and they were perfectly healthy,but they are jumpers so make sure you have a tight lid. they would just come up missing and i would find them behind the tank shriveld up like a prune and hard as a rock! they are a great little fish ,but caution! they will escape if provide with the chance! :D
