I have not had any problems out of my two ProHeat's. It tells you on the web site how to adjust it so that it reads the same temp on your temp probe and the adjustment dial. And once you get the temp where you like it, a piece of electrical tape across the dial does a good job of protecting it...

I would not think that disconnecting a bulb would blow the fuse. I don't think that is any different than a bulb going out on it's own, which won't blow the fuse. I really would not put a 30 amp fuse in. The wires connecting the ballast are only 18 gauge and the breaker or fuse for your house...
