marine paint you can get at any marine store. You should be able to get by with a gallon. I dont know the price though. Shouldnt be too expensive.

Depends what fish are you gonna keep. FOWLR could mean aggressive also, so the coral banded shrimp could become lunch.

Well first of all you cant use make up the extra 40 gal with RO because it will lower you salinity. You need to make new saltwater. If you used copper I would use brand new water. I dont know about the rocks and the sand though?

Ive always heard about 1 snail/hermit per gallon. You can get some sally lightfoot crabs, emeralds. IDK pretty much whatever clean up crew your LFS has. If you want you can check the cleaner crew packages they have here of SWF.com to get an idea of what a good mix would be. But just to let you...

I cant get enough rics and zoas

First of all, no fish till the end of the cycle after a water change. Clean up crew you can add. Anything from hermits to crabs to snails.... whatever works for you.

I recently had a red slime outbreak (cyano) and I took care of it with the "Red Slime Remover" you get at the LFS. So far so good. Just make sure to do good water changes afterwards.
