I would use a dimmer for each color LED, on all fixtures.

It should clear up as the tank ages. If not, that would indicate over feeding.

If you used a dechlorinator that likely is giving you a false ammonia reading. If this is the case then I would just start ghost feeding to prove the tank is cycled, adding a small amount of fish food to see if the nitrate goes up.

Sounds normal it should start to fall off in the next week if not then have it checked with a different test kit.
