I wouldnt ship with absolutely no water, and the anemoines water drained, JMO. I say package it like you would package a fish, can't hurt.

Salifert are by far the beast, but very effective. I happen to like the tetratest kits my self. Others may disagree however.

You don't have shot at SPs with PC's. Im sorry, but they REQUIRE mh...Although some say you can keep them with T-5's too. Basically the onyl things I woudl stay away from if I was you would be anemones, SPS, and clams.
