Your tank isnt old enough to support a mandarin, it needs plenty of copepods to eat. I would wait at least a year for your live rock to be populated with enough pods.
Old bulbs, dirty water and slow movement are all recipes for aipstasia. Try doing water changes more often and increase the water flow in your tank. How old are the bulbs you are using? It may be time to replace them.
If you live in town, Im assuming you live in a larger city which has a water filtration system. That is your problem. The chemicals used in cleaning the water are putting phosphates in it. Soap or most cleaners contain phosphates.

Phosphates are the main cause for hair algae so I would check that again. Are you using tap water? Cant really suggest how much to cut back on your lights since you didnt say how much you run them although cutting back lighting can always help to rid algae.
I bought a new 20K bulb today and now it looks better. The original bulb was a 10K which I found out will give off a yellowish hue. I figured that the blue from my VHOs mixed with the yellow from the 10K MHs is problably what made the water appear green. Who knows but all is well know.
