Actually the skimmer looks ok, but I would still go with the refugium because you can always put a skimmer in the refugium but would be hard to put a refugium where the skimmer is.

Probably the refugium because the price difference leads me to beleive it may not be the best skimmer.

It doesn't look like you have a lot of water movement, you could try adding a koralia or something to increase water flow. Also you could suck a lot of that off during waterchanges which you should probably do weekly.
