IMO T5 are far better than vho the reflector is the key. if you look into t5 make sure the reflectors come from sunlight supply. I have seen these setups a few times and they rock.

I have a 40 gal sump on my 120 it never fills more than a little over halfway so I would think a 30 should handle it. just make sure were the siphon breaks does not drain to much out of your main tank when you shut it off.

The tubing is far more expensive then PVC pipe...the clear flex PVC is about 3.10 a foot at HDepot...and the vynyl isnt much less...versus 2-3 bucks for a 10 foot section of standard schedule 40 PVC pipe... what you guys are looking for is sked 40 spa flex I can get it for 26 bucs for a 50ft...

I run 3 mak4 pumps on my 120 aga. they are nice and quiet 1 for return 1 closed loop 1 on my skimmer. for a fairly low priced pump I would recomend them

If you look in the center of my sump there are 3 baffles the first the water goes under 2rd it goes over and the 3rd under again this stops the bubles from making it to my return pump after the 3rd baffle. it is also a safty if my tank overflows it can only pump a few gallons of water
