Starting a local tank is fine. That's what I do for a living. Make sure the sediments settle before using the river water. Give it a day or two. I'm sure you do not have a sand filter so just use a normal w/d or a strong hot. Sometimes hots can clog do to sediments that remains in the water...

Like everything that has an expiration date on it, you give or take from that date, it should be fine....milk doesn't go sour on it's exp date, maybe a little after, but not on the date

Everything will stress now and then, even you borders on here.....a clown can cycle any tank usually without a problem considering that the tank owner doesn't do anything uncalled for... I have never had a problem with two clowns in the same tank, just add two small ones, they'll decide who'll...

as I have always heard, the bacterias are different in fw and sw, I have never tried converting myself I have always bought a new tank for that new fish :)
