Water is not going to cut down on the cycle time. The bacteria that convert ammonia to nitrite to nitrate do not reside in the water.

I set up a 5.5 gallon tank with existing tank water, and my cycle is still only about half way through a week later. I think it helps some, but doesn't go as far as having established sand and rocks.

3 gallons is an extremely small amount of water.
If you want more fish, get a bigger tank.
Like a standard 10 Gallon, which can be had at most stores for $10.
Then piece together filtration, lighting, etc...
This would be a much better route.

Agreed. Im thinking about doing a 3g pico, but its simply for the fact that I want to see how many super mini corals i can get in there. Ive seen picos that look incredible and they only have like, a sexi shrimp and thats it. but if you want more than one small fish, the standard glass 10g is like, $12 from ANY local pet/fish store. then just grab a light and filter. I would argue that if you went that route and really shopped around, it could end up being CHEAPER than doing a 3g pico with upgraded lights.
