I WOULD SAY YES YOU USUALLY NEED 4-5 WATTS PER GALLON AND YOU WOULD HAVE 6.98W. ALTHOUGH CLAMS AND SOME OTHER CORALS NEED A GREATER SPECTRUM OF LIGHT SO METAL HALIDES ARE USED.

Over a standard 55? Probibly all but the most light hungy SPS and Clams.
I ran 4*96 watt over my 58 when I had it and it could support many acros assuming they were placed moderately high in the tank. They may brown a little bit depending on how light demanding the particular SPS is but many such as montiporta digitatas do fine and had decent growth.
