yes it is possible. there is more energy going into the system. just as many corals do better under brighter lights, so will algae.

Only clean the bioballs with tank water so you don't kill the bacteria.
Any enviromental change can cause an outbreak of some sort. If you keep it clean eventually the coraline will increase enough to choke out the ugly stuff.

start by bringing that down to at least 1.0ppm or better and pinpointing why its that high (feeding/food, water source, overstock, carbon seeping it ect).

cheato takes care of it for me. the fact you have cheato and its still that high would really concern me. is there still room in your sump for the cheato to grow? perhaps it needs to be trimmed down so more can grow and absorb the nutrients.
if you run carbon its known to contain phophates and if left in the tank past its usefullness may seep phosphates into the water.
frozen foods has been known to be high in phospate. rinsing is suppose to help. prepared food sometimes has phospate content labeled. But it could be the amount of food or just the food itself high in phospates.
Not saying it those or not just some things that came to mind as that phospate level is pretty darn high (actually I dont know if its considered high for FOWLR but for a reef tank thats well beyond safe for corals).

thanks for the heads up i'll start to take care of that, do you think that could be my problem with the algea bloom?
