This whole think imo has to do with an equipment failure. If it were a blowout, they have all sorts of stuff to prevent it from making it to the platform, if it did make it, it had to be something at sea floor level or below whether it be a sensor, or stuck valves or something. That is why I think they're having soo much trouble capping it. Because closing a well should be relatively simple. Send an ROV down there, turn a few valves closed, and whala. Basically I don't think a remote shutoff valve would have worked.
What I saw said they are trying to place a valve on the pipe to shut it down so it doesn't sound like there is anything on there now. The report said there is a remote valve that can be placed on the bottom that the US doesn't require. We gotta have the oil, we gotta drill for it so hopefully they will learn from this incident and come up with something better to prevent it from happening again.
