If you're trying to breed Banggai then definately only have two Banggai in the tank, one male, one female, no more, no less.
Brine shrimp is a really bad food. It fills them up but doesn't offer any nutrition.
Feeding twice a day is perfect but you need to target feed the Banggai and keep feeding them one piece of food at a time until they stop eating.
The pop or click sound Banggai make is used for several reasons. Severe stress is one of the reasons but it's not a common reason. Severe stress would be from something like chasing them with a net and pulling them out of the water. Mating is another reason they click, Clownfish will do the same thing.
