Almost immediately. It's not the size of the fish, it's the need for swimming space. If they don't have a length of horizontal space to "open up" they will get stressed and be succeptible to disease and exhibit anti-social behavior.

ooo i had it all wrong then .. i was thinking that the fish actualy grew out. Thx for the help bang ur a lot of help.

What kind of 'blue tang' are we talking about? I think bang is referring to a powder blue, which requires at least a 200 gallon with a lot of swimming space. An Atlantic blue tang grows like a yellow tang and does not need as much horizontal space as the powder blue.

LOL - It's always better to be lucky than good.
Have you considered a Kole Tank?
How about one of the Zebrasomas?
