Just wave your hand in the water in front of it and get it to retract itself. Then carefully pull on the foot and it should start to release. If it doesnt, then you need to wait it out.
The other thing is your water parameters. What are they? Anemones dont tolerate even moderate water. You have to have near perfect water for them to do well on top of all the other requirements.
