I hear that Stag is high quality and inexpensive as well. Tons of CA legal ARs have been built on them.
The cheapest LPK was from Midway in Columbia, Mo and they have lightning fast ship times. Watch their sales. ($50 DPMS)
Same goes for the bolt assy.
I ordered a DPMS PSG-1 stye grip for $14 from a guy in Las Vegas. I'll see if I can dig up his info.
Midway has a lot of upper assemblies to choose from, but their prices are a little high, IMO. I have used Bushmaster, Model 1 Sales and M-A Parts. I was happy with both of the latter and their prices are pretty good. Bushmaster is overpriced, IMO.

The Colt lower won't be much higher unless you buy the complete rifle and even then, not much of a premium. To a builder, a lower is a lower, nothing to it. The real money goes into the barrel and the optics, and maybe a free float tube.
Flip a coin and decide if you're stuck on the choice between the two, anyone can make a utility AR.
Don't get stuck between 5.56 and .223, no difference between the two as far as the lower goes. If you are going to buy box ammo, you're going to get .223. If buying surplus, it will be 5.56. 5.56 has been historically a little less accurate do to a touch more chamber slop but for the most part - insignificant in all but competitive shooting. Yes there are some differences in chamber pressures but nothing you're likely to see and nothing that has anything to do with the lower. All uppers and lowers will shoot fine with either/or and really the barrel is the part that affects this. .223 Wylde seems to be a good compromise between the two, which will shoot both relatively well.
The better question is rifle twist which should be determined by the bullets you are shooting. Heavy bullets (75gr and up) should get a tighter twist rate like 1:7 while lighter bullets (55gr and below) tend to do fine in 1:12 like the earlier A2 and the like. As an all around compromise, 1:9 seems to do fine for many different bullet weights, thus is probably my recommendation if building your own.

In Illinois you have to have a FOID card"Firearm Owners ID" i let mine expire awhile back ,so im waiting on the state.They cashed my check already and they have to respond within 30 days so it should be here in a few.As far as the purchase i have a friend that works in a gun shop and is also a retired police officer ,im going to order directly from Stagg Arms and use them to provide the FFL.I know there is a backorder on AR-15s but hopefully since im ordering 2HL "Left handed" im hopeing i wont have to wait as long.I was going to do a build but it would be my first ,so i just opted to purchase the entire weapon.Maybe the net one i will build.The 6.5 is interesting to me,but it may be awhile .After purchasing optics and possibly some bells and whistles we will see how my funds are.

Buy anything? I bought a RRA lower at a gunshow a couple years back. $125. Stags were going for $99 last year through a dealer on Calguns.

They are so much fun to shoot. The availability of interchangeable parts such as upper assemblies in a dozen+ calibers and stock configurations makes them fun to build. It's like a model car that you can rebuild over and over, changing it into something new each time.
I absolutely love the palm rest, but it is too cumbersome for a carry rifle. A custom grip built like the Hogue with a quick detach palm rest would be ideal, IMO.
The collapsible stock is better suited to my length of pull, but the lack of a cheek rest takes a little getting used to. I just don't like the options available in add on cheek rests.
There seems to be a run on threaded "pre-ban" style barreled uppers. If Obama's ban goes permanent, this may be our last chance to get them at a decent price.
