Have admin try changing the wording of the forum title, and maybe the order it appears on in the list. If those things don't help, they will at least help narrow down what it's NOT.
Ostensibly, these are automated spam bots, not humans, so there is something about that forum that's making it a target, so I'd try changing the characteristics of it.
I've got a buddy who used to run a forum based on this version of vBulletin. I'll give him a call and see if he has any ideas.

I'm not sure Sigs will be turned on for members as I'm not sure Mods have the ability to moderate any that go against Forum Rules.
