Possibly. It might also possibly kill things you don't want killed.
Sep's idea above is the best one. Buy a cheap rubbermaid tub, move your live rock and any inverts into it (as there will be very little bio-load, and your live rock is full of beneficial bacteria there will be no cycle). Put a heater and powerhead in (make sure heater cannot burn the plastic tub) and begin hypo on main tank (this assumes you don't have a deep sand bed with lot's of inverts in it).

Brine shrimp is nutrionally worthless. Throw it out. Use a variety of healthier foods such as Mysis shrimp.
Use a "press" to get liquid out of the fresh garlic. That's what you want.
Again, please remember, there is a lot of opinion on fresh garlic, but not any studies done that actually prove garlic boosts a fish's immune system. Don't hold your breath and hope that it works.
The active ingredient thought to boost an immune system is a very unstable compound and breaks down quickly. Bottled, liquid garlic does not contain it. (Google alliin for more info)
 
WOW you people are full of info. Now I have to decide what to do. I don't want to kill anything but the ich. It sounds like it is going to take alot of time and patience.THANK YOU ALL for all the info. Keep it coming someone may have missed something.

Sadly, there is no easy way to rid a display tank of Ich once it is in there.
Get rid of it once and for all, then be sure to properly QT all new arrivals to avoid ever having to deal with this again.
It's a nightmare, no question about it.
