I figured it out. The X-10 system uses FM modulation to transmit its signals around the house, the actinic light was interfering with the completion of the signal therefore causing it to turn back on
The solution was to put a noise filter on the end of the powercord for the actinic (just in case anyone else has the same problem and happens on this thread)
I gotta say I love this X-10 stuff, I can control all my powerheads and my lights from my couch!
Not that that is very useful, but oh man the geek factor... the geek factor.
