How can this be achieved? I am preparing to make a refuge/sump. Will that have anything to do with it?

You have to buy an RO/DI unit, or go purchase the RO water from the store. Right now I get RO water from the Water and Ice store for 25 cents/gallon, BUT I will be buying an RO/DI unit very soon, as it's better for my tank, plus I'm getting tired of hauling water. My 125 gallon loses at least 1.5 gallons a day. Sump will help with gas exhange, but it won't help the algea IMO. You need to switch to RO water and I think you'll see a lot of your problems go away.
Like one post said, test for phosphates, I think you'll be surprised how high it is.

I have a Reef Sun 50/50 bulb and an actinic coral sun that runs for two hours.

The scooter blenny ... acually any fish needs more than just brine shrimp. It simply contains no nutritional value. Also I agree on getting RO water. I used tap water to fill up my tank but I have been using RO/DI water for top-off and water changes.

I just got the blenny friday, so I may take it back and get a LMB. ABout the water, where can you get it? (Also, I feed MaxiFin flakes, algae pellets, seaweed Brine and some raw foods. Brine is all I know of that the scooter eats)

You could try mixing in some mysis shrimp with the brine to see if he will eat frozen, but IMO he will still need pods, setting up a fuge now is not going to provide the blenny with what he needs, You should, as you said, take him back

i agree with taking him back, but i'd also like to say that you can use vitamins for the brine which would help.

All of the Dragonets behave similarly. They do best with natural live food that includes a variety of Ostracodes, Copepods, Amphipods and various Crustacean Larvae.
