Could I Put A 4" Clown In A 29 Gallon?

A 29 should be fine for a pair of Clownfish IMO.

ok cool.....another question....in their tank at the lfs they had a rbta they were hosting should i upgrade my lighting and get one for them or will they be fine

If you are willing to spend the money to upgrade your lighting, then I'd say go for it. Do a bit more research on anemone care first though. And you tank should be setup and running for at least 4-6 months for the water to stabalize before adding any anemones.
If you decide not to get the anemone they will do just as fine without it.
