My tank is 17 days into its cycle. It is starting to develope some brown algea. Is this good? or moreover is it normal?

Completly normal... diatom bloom, growing pains of a new set up. Make sure u are using RO water or RO/DI water for your water changes. It may get worse before it gets better but eventually it will get better. Especially when you add a cleaning crew, nass snails, astrea snails and hermits will help.

Don't add the crew until the tank is finished cycling. They 're not going to touch the diatoms anyway.

I was assuming the cycle was finished. But as far as your cleaning crew touching diatoms, I disagree. I have hermits and nassaris snails that wiped out my diatom bloom about 4 months ago when I had issues.

Until the tank is fully cycled - no you can't. It CAN take up to 18 weeks, or as little as 1. Once your ammonia and nitrite have spiked and you have a good amount of nitrates, you are ready to place some fish into the tank. You have to introduce them a few at a time to allow the bacteria to populate enough to keep up with the bioload.
