You think templates are something new? And how do we know exactly how much they were told about what they could and couldn't do with the COT? As far as we know, it's just supposed to fit the templates, which the 24 and 48 cars did at Sonoma. NASCAR felt differently. Now that the rule has been better explored - thanks to the 24 and 48 - every team, and NASCAR, has a better idea of what is and isn't legal. Go back to Gordon's Jurassic Park car, the one he won the Winston with several years ago. Nothing on that car was illegal, but it demonstrated to NASCAR how easily the grey areas could be exploited to create an advantage, and they were able to tighten up their rule book.
Cheating is part of racing. No rule book is 100 percent complete, and without experimentation, no sanctioning body would ever know quite what can and can't be done.
