does anybody know what this stuff isbon my live rock?

Looks to me like little feather dusters. I have those pop up from time to time on my rocks, and from what I can tell they're completely harmless.

Nope...definitely not dusters.
What you have there are colonial hydroids, which may or may not become a problem, depending on what you're stocking in the tank (in a reef, they'll take up real estate, and they're a danger to fry/very small fish). 'Droids normally bloom in respose to the availability of small live prey such as copepods, Artemia, etc. and will generally die back to a level that the tank will support.
