The Office of Special Counsel does not answer to the President.
How would you explain then the Scott Bloch (Special Counsel appointed by Bush as Special Counsel for the Office) scandal?
Let me say having worked for state government for 30 yrs. Any agency within the umbrella of that government, and especially one who's head is appointed by same government has the potential to be corrupted. I have seen it in action.

I think this Snowden is picking up where this last nsa official who tried it left off (name escapes me at the moment). But his claims were that what's going on now is worse than the watergate scandle. Apparently Snowden looked up to this guy. I think that's why he probably felt the need to actually steal the docs and leave the country. Because I really don't remember hearing much of anything about the previous agents allegations through the media. These guys clearly think something is seriously wrong with what the nsa is doing in regards with our personal privacy and sensetive information.
Obamas own words were that people are going to have to get used to small encroachments on our civil liberties. I mean come on!
Edit: Thomas Drake was the other guy.
