Emperor 400 WTF!!!

I've been trying to get my Emperor 400 filter to run for the past hour, and I can't. It won't start. I plug it up, and it makes this horribly loud grinding noise but won't pump the water in! I've taken it apart and fixed it back, it seems like all the intake parts are in place and right, what am I doing wrong? I also tried filling it with water, and it just pumped it all out, then stayed dry.

Is the impeller pressed down all the way???

My old one did that when I would clean it. This is what I did...Plug it in...and when it starts making the grinding noise...start pouring water into it and then it will start pumping.Hope this helps...

yes, the impeller is in all the way. And I tried pouring water in. I filled it completely up, and it pumped out the water that was in it, but didn't pull in any other.
