In my opinion it's too small, especially for a new hobbiest. It has been done before successfully.
IMO Percula are better suited for a 10 gallon, but 10's are a real challenge for new hobbiests. The smallest mistake can quickly become a disaster, even for experienced hobbiests.
Larger Ocellaris that have been alone are likely to be female. Small Ocellaris from the fish store are usually not female yet.
