My sister is a Postmaster in NY, and here's the deal as she's told me because I wanted her to send me a bottle of booze...lol
ALL shippers are trying to keep a watch over ANYTHING liquid. How it's packaged doesn't matter because there is a possibility it can be hazardous. Remember the Anthrax mailings? This is when they all decided on new policies.
Now they were told upon accepting the package that it was liquids, whilst it was in their hands it was damaged thus leaving them responsible. Insurance was bought and paid for, so they are responsible for the amount of coverage that the bought insurance states.
There is no proof it was packaged wrong, there is only the fact that something happened once it was in their hands. End of story! If they want to dispute this then feel free to pursue proper course of actions starting with going over their heads if need be.
Now yes, things do go wrong all the time during shipping, and when you place "Fragile" or "Handle with Care", etc... the people handling the packages purposely mishandle the package. This is a FACT! They usually look to see if it's insured as well, that means nothing to them, they will still mishandle the package.
Finally when packaging, if you go to some of these dollar stores or cheap store places you can get a cooler for a mere few bucks. The person buying won't mind the extra few bucks for a package thats a tad sturdier that a typical box or Styrofoam thing.
Example: I picked up a 2gal. cooler with a hard plastic liner at a biglots store for $8. I placed a 50lb box on top of it and it didn't even bend.
