flow rate in a refugium

I have a sump under my 110g dt. It holds octopus 220, and phos-ban reactor and some filter floss.
I am getting anther tank to go under the dt as a refugium. It is being drilled so that I can have the water flow back into the sump and then pumped up to the dt.
Here's my trouble:
I am only using flexible hoses for my overflow so a ball valve is not possible.
I don't want to run one of my overflows into the refugium because it'll be to much flow.
How much flow should there be?
I was wondering about having the phos-ban reactor pump the water from the sump into the refugium (it's about 80gph) and then maybe add another small p.h. (about 80gph) in the refugium.
Suggestions?

What are your reasons for adding the Refugium?
How big is it?
In my experience 8X - 10X is a good turnover rate for a refugium that is used to grow pods or algae, 20X is good for remote live sand beds to remove Nitrate.

Low flow in a refugium...and why would you pump water from a phosphate reactor INTO the refugium? You wouldnt want to strip the water of minerals that your macro would consume...

It will be around 20 gall
I was hoping to add some macroalgae, nitrate clams, live rock rubble.
Always looking for other suggestions if you have any.

definitly higer flow. I have a 20 gal fuge on my 46. I use chato a cupple pieces of LR and 4 inches of live sand. as far as flow goes I have 450 gph coming from the tank and 2 250 gph power heads. chato eats when it has room to grow and can only grow when it loose. you keep it loose by hige flow and tumbiling it

dam i just have the small maxijet in my 30g refuge. and a huge wad of chaeto and LR and LS.... i dont have much at all... i guess i need to step it up dammit
