Not necessarily. Pumping the water uphill is actually fairly efficient. The big problem has to do with the locations that have lots of sunshine, they are dry, very dry.
Evaporation steals a LOT of your kenetic energy before you get to use it.

The new big thing is supposed to be solar thermal which uses the sun to heat a fluid that creates the steam. One interesting idea might be to sequester (SP?) the steam after the turbin and as it condensates back into water allow it to flow back to a holding tank through another turbin. Have to be a massive size but then again what else are you gonna put in the desert. It would solve the water problem.

Nah, I was on FocalJet until the SVT gave up the ghost. Might have had something to do with going 2 sizes smaller on the SC drive pulley
